NOTICE
This meeting will be held virtually and in-person at the Council Chambers located on 2415 University Ave, First Floor East Palo Alto, CA 94303. The virtual portion of this City Council meeting will be conducted in accordance with City of East Palo Alto Resolution adopted pursuant to Assembly Bill 361.

The public may participate in the City Council Meeting via Zoom Meeting or by attending in-person in the Council Chambers at 2415 University Ave, First Floor East Palo Alto, CA 94303. Community members may provide comments by emailing cityclerk@cityofepa.org, submitting a speaker card at the meeting, or using the RAISE HAND feature when the Mayor or City Clerk call for public comment. Emailed comments should include the specific agenda item on which you are commenting.

3.1

Woodland Avenue Street Improvements (ST-33) Design Contract Award

 

Recommendation:

Adopt a resolution:

 

  1. Authorizing the City Manager to award, negotiate, and execute an agreement with Alta Planning + Design, Inc. (Alta), in a form approved by the City Attorney, for a contract amount of $744,528 with a 10% contingency in the amount of $74,452.80, for a total not-to-exceed $818,980.80 for professional engineering design services to complete the base scope and optional services as set forth in Alta’s proposal for the Woodland Avenue Improvements Project (CIP Project No. ST-33), the total not-to-exceed amount being the maximum total payable to Alta under this agreement, inclusive of all other direct costs, expenses, and subconsultant mark-up; and
  2. Finding that the proposed action does not constitute a “project” with the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines sections 15378(b)(4) and (5) in that it is a governmental fiscal, organizational or administrative activity that will not result in direct or indirect changes in the environment.

Establishment of Limited Parking Zones at Various Locations

 

Recommendation:

 

Adopt a resolution authorizing: 

  1. The establishment of a no parking bus stop zone on the east side of Pulgas Avenue starting 47 feet north of the centerline of Weeks Street continuing for 41 feet northerly; and
  2. The establishment of a fifty feet wide no parking any time zone at the western terminus of Tulane Avenue; and
  3. The establishment of a bus loading zone on the west side of Pulgas Avenue starting 336 feet south of the centerline of Myrtle Street (on Pulgas Avenue) continuing for 50 feet southerly from 7:30 a.m. to 8:30 a.m. and 2:30 p.m. to 3:30 p.m. Monday to Friday; and
  4. The establishment of a bus loading zone on the west side of Fordham Avenue starting 47 feet north from centerline of Purdue Avenue (on Fordham Street) continuing for 50 feet northerly from 7:30 a.m. to 8:30 a.m. and 2:30 p.m. to 3:30 p.m. Monday to Friday; and
  5. The establishment of a 30 minute time-limited parking zone along the north side of Weeks Street, starting 57 feet west from the centerline of University Avenue and continuing for 50 feet westerly from 9:00 a.m. to 9:00 p.m.

11.1

Approval of San Mateo County Community College District Obligation

 

Recommendation:

Adopt a resolution: 

 

  1. Approving a maximum $162,995 contractual pass-through obligation payment to the San Mateo County Community College District for FY 2026-27 pursuant to a former Agency Agreement approved by Resolution No. 34 on November 28, 1988;  
  2.  Approving the San Mateo County Controller’s Office’s inclusion of such amount in the calculation of contractual pass-through obligations due to San Mateo County Community College District for FY 2026-27; and 
  3.  Finding that the proposed action being considered does not constitute a “Project” within the meaning of the California Environmental Quality Act (CEQA), pursuant to CEQA Guideline section 15378 (b)(5), in that it is a government administrative activity that will not result in direct or indirect changes in the environment.
